これ「デバイス番号」じゃなくて「デバイスの数」じゃないでしょうか。
原文は、

The attach function is passed one parameter which is the number of
devices this driver is expected to handle.

となっていますし、sys/dev/ccd.c なんかでは、引数はデバイスの数
のように見えます。
